The Civilian Space Protocol

THE CIVILIAN SPACE PROTOCOL

Considering

  • the impetuous growth of the New Space economy in many Countries;
  • the fundamental and urgent contribution that industrial development in space can make to overcome the global crisis, to the economic development of all countries of Planet Earth, and to relaunching the planetary economy;
  • the urgent need, for our civilization of 8 billion people, to find new spaces, resources and energy to keep on developing our economies, culture, welfare, ethics, freedom and democracy;
  • the urgent need to access the great abundance of lunar, interplanetary and asteroidal resources, assuring a virtually infinite material supply platform; decreasing and eventually eliminating reasons for resource wars and social conflicts;
  • the urgent need to relieve our mother planet from the burden of our industrial growth, mitigating the pollution of sea, air and land, as well as climate change;
  • the urgent need to move heavy industries outside our planet, and to transform it into a beautiful natural garden;
  • the urgent need to manifest compassion to non-human species, allowing them to keep on living on this planet in non-humanized habitats.     

All Governments of Planet Earth are strongly recommended

1. To give priority to the following strands of research, all of which are essential to allow the transport, accommodation, and prolonged stay of people in space:

  • low-cost space transport systems for civilian goods and passengers,
  • low acceleration spacecrafts (both at launch and re-entry),
  • safe and comfortable atmospheric reentry mechanisms,
  • protection from cosmic radiation,
  • lunar habitats,
  • orbital habitats endowed with artificial gravity by rotation,
  • artificial green ecosystems in closed environments.

2. To facilitate the creation of an international coordination for the New Space sector, which will bring the space industries together with universities, research institutes and space agencies.

3. To define and adopt national laws for the removal and reuse of existing space scrap and debris, and the prevention of the creation of new debris,  everywhere.

4. To support the sharing, by leading industries in the New Space sector, of the best practices for the creation of virtuous supply chains, including the development and maintenance of a database of the New Space companies and resources worldwide.

5. Mentoring by institutions for the allocation of regional, national and international funds to support the civilian space projects.

6. Developing a friendly policy towards New Space companies, through incentives to raise their competitiveness, leading to the hiring of both young graduates and experienced personnel.

7. Promoting the creation of Space Investment Funds, designed to support the development of the New Space industry.

8. To relocate at least 20% of the military expense to support the civilian space development.

Final statement

This protocol is recommended for adoption by the Governments of all Countries of Planet Earth.

The promoters of this protocol are available to talk to every Parliament and Legislature of Planet Earth upon invitation.
